Aeroelektromash JSC was founded in the 1920s in Russia and has years-long experience in the design of electrical equipment for aviation and space engineering. The company is in the business of development, manufacture and repair of motors, generators, electrical equipment, automatic control systems and other types of support systems for the domestic aviation industry. The company announced in 2019 they were developing a hybrid-electric ultra-light passenger helicopter and it is patented. The company is headquartered in Moscow, Russia. VA-250 all-electric or hybrid-electric passenger concept design ultralight helicopter
The VA-250 is currently (as of 2023) being designed as an all-electric or a hybrid-electric two person ultralight helicopter with coaxial rotorblades. The aircraft holds one pilot and one passenger. The helicopter cabin is small but spacious. The helicopter is compact, efficient and will be the lowest noise helicopter in its class.

Most flight specifications are unknown for this particular helicopter. However, the helicopter is very efficient as there is no transmission from the engine to the rotorblades. The rotorblades are powered by electric motors. With coaxial rotorblades, there is no need for a tail rotor since both main rotorblades are turning in opposite directions and cancel the torque. Torque is created when there is only one main rotorblade. The coaxial rotorblades have a hingeless suspension design.

The superstructure of the aircraft is made of carbon fiber composite for high strength to low weight ratio. There are two doors to the cabin, one on each side of the rotorcraft. There are large front and side windows providing excellent views for the pilot and passengers. There are also two front lower windows (near the feet) and low windows on each door. The rotorcraft has one H-tail with vertical stabilizers and one tailplane with two inverted vertical stabilizers at the ends of the tailplane. The helicopter has fixed tricycle wheeled landing gear.
